with the exception of diplomats or tourists, all foreigners who intend to stay in japan, are required to register at the city, ward, town or village office where they live.

upon entering japan

with the exception of diplomats and tourists, all foreigners must register at the city, ward, town or village office where they live.

application period

  • within 90 days of arrival in japan (not including the day of arrival)

documents required

  • passport
  • two 45mm (height) x 35mm (width) photos (not required for those under the age of 16)

upon the birth of a child

with the exception of diplomats and tourists, all foreigners born and residing in japan must register at the city, ward, town or village office where they live.

  • within 60 days of birth (not including the day of birth)

  • birth registration or proof of birth registration certificate

upon death

the death of a foreign national residing in japan must be registered at the city, ward, town or village office where they live.

application period

  • within 14 days of death

change of address

when there is a change of address, all foreign residents must report to the city, ward, town or village office where they live.

application period

  • within 14 days of the move (not including the day of application)

change of name or nationality

when there is a change of name or nationality, all foreign residents must report to the city, ward, town or village office where they live. at the same time, an application for replacement of the certificate is also necessary.

application period

  • within 14 days of occurrence (not including the day of occurrence)

when your alien registration certificate is lost

if your alien registration certificate is lost or stolen, you must apply for it to be reissued within the application period.

replacement of the certificate

in the following conditions, it is necessary to replace the alien registration certificate.

  1. when your alien registration certificate is severely damaged
  2. when there is a change of name or nationality, or when there is correction of name, nationality, date of birth or sex
  3. when there is not enough room to be written on the back of the certificate to record further changes

renewal (confirmation) of certificate

it is necessary to periodically renew the alien registration certificate.

application period

  • within 30 days from the date indicated on the alien registration certificate. however, it is necessary for those under the age of 16 to apply within 30 days from their 16th birthday.

gaikokujin touroku genpyou kisai jikou shoumeisho (certificate of registered matters)

the certificate of registered matters is a document for foreign nationals which is proof of the items listed in the foreign registration certificate. it is identical to a resident card held by japanese residents.

this certificate can only be issued to foreign residents living in ibara city.

application of the certificate

the applicant has to be in person or a relative living in the same household or a proxy of the applicant.

  • proxy of applicant…a letter of proxy and written reasons by the applicant are required
  • relative living in the same household…proof of relationship and written reasons are required

  • please bring documents such as a driver's license or health insurance card to verify your identity.
